I may submit the following for your benign attention and favourable action.
I joined the K.S.E. Board as Sub Engineer(Ele) through direct recruitment by the KPSC on and still continuing as Sub Engineer(Ele.) at Electrical Division, Tirur.
The gradation list of Sub Engineers (Ele) cited in the reference 1st indicates that my gradation number is
Many Sub Engineers who were promoted to the Cadre of Assistant Engineers under ITI quota, vide reference cited 2nd , were having gradation numbers far below than my number on the gradation list and some of them were promoted to the Cadre of Sub Engineers from the post of Meter Reader only on 30.01.2002. Sub Engineers having ITI qualification upto the gradation number of 2252 were promoted as Assistant Engineers. Besides, many of these promotees were either overseers or Meter readers, when I entered the service of K.S.E. Board as Sub Engineer. They were promoted as Sub Engineers only one year or so after
my entry into the Board as Sub Engineer.
Promotion in this manner is obviously against natural justice. If we are happened to work under newly promoted Assistant Engineers having comparatively lower qualification and service, we fear that our morale will be hurt, degrading our efficiency in performing our duties.
This discrepancy crept in when the special rules were formulated for promotion to the cadre of Junior Engineer(Ele)(Redesignated as Assistant Engineer) vide reference 3rd cited.
At the same time, while special rules were framed for promotion to the post of Junior Engineer (Redesignated as AE) in the Civil wing of K.S.E. Board, this erroneous approach was not pursued. And in the rule it was incorporated.
“A Senior Diploma holder will not be superceded by a Junior Certificate holder for promotion in order to maintain the ratio 3:2 (Ref.4)
This was a rightful approach ensuring justice to those appearing top on the gradation list. The two different approaches on one issue are rather paradoxical and detrimental to the interest of both the employees and the organization.
Thus, it is implored that the method of promotion adopted in the case of promotion from Sub Engineers to Assistant Engineers in the Civil wing may be adopted in electrical wing as well, making me eligible for promotion at the earliest.
